ABOUT US
Balanced Culture Consulting (BCC) is a partnership between Eliska Smith Padilla and Priscilla Luzader Pipho. With more than 60 years of experience managing change in organizations, Priscilla and Eliska bring practical experience and skill to developing balance within organizations.
Eliska Smith Padilla
Eliska Smith Padilla’s professional career includes serving in senior leadership positions in health care, higher education and municipal government for nearly 30 years. She served for 15 years at one of the largest technical colleges in the country as Provost/Chief Administrative Officer and Associate Vice Chancellor responsible for public relations, leadership development, strategic communication, marketing, and recruiting. During her tenure in both higher ed and municipal government, she led development of culture and leadership initiatives, resulting in transformative organizational growth. She earned a Master’s in Strategic Communication and Leadership (MASCL) from Seton Hall University and is certified in Myers-Briggs Type Indicator (MBTI). She is a trained facilitator and civic change instructor who specializes in change management, leadership development, executive coaching, organizational development, culture change, and developing high-performing teams. In today’s online climate, an amazing skillset Eliska brings is her gift for creating both online and offsite learning experiences.
Priscilla Luzader Pipho
Priscilla Luzader Pipho has worked in private, nonprofit, and public sectors for more than 30 years. After earning her Master’s in Public Administration (MPA), Priscilla worked for both the Texas Legislature and the Texas State Auditor’s Office. She has served as an executive in occupational licensing boards in Texas that regulated more than 200,000 professionals – from engineers to realtors – and served in the state’s technical agency as Chief Customer Officer. As Deputy Director for both the Texas Board of Architectural Examiners and the Texas Board of Professional Engineers, Priscilla led change management and strategic planning efforts that engaged employees and strengthened culture. She has led projects and teams that have developed award-winning online presence for both private and public organizations. Through her work in marketing and public relations she has discovered the necessity of engaging internal as well as external stakeholders in dialogue to optimize resources. Priscilla is certified in Myers-Briggs Type Indicator and DiSC Workplace assessments, is a trained facilitator and an examiner for the Baldrige Criteria for Performance Excellence. Priscilla is also a trained coach who helps guide executives to manage conflict and build high-performing teams.
